This report discusses the sustainability concept and sustainable management of marine resources in both Malaysia and Indonesia. 

Sustainability Concept

Sustainability refers to the capacity to endure, adapt, and persevere, with a focus on striking a balance between social, economic, and environmental aspects (Kates, Parris, & Leiserowitz, 2005). The concept of sustainable development emerged in 1987 as part of the United Nations' Brundtland Report to address the need for long-term strategies that ensure the achievement of intergenerational equity in resource use (World Commission on Environment and Development, 1987). In the context of marine resources, sustainability entails the responsible use and preservation of ocean resources to fulfill the needs of present and future generations (Sachs et al., 2009).

Sustainable Management of Marine Resources in Malaysia

In Malaysia, sustainable management of marine resources is guided by the National Ocean Policy (NOP), implemented in 2019. The policy offers a comprehensive framework governing the conservation and utilization of marine resources and consists of three core strategies. Firstly, it emphasizes the sustainable utilization of marine resources while conserving the marine environment. This is reflected in the Ninth Malaysia Plan blue economy concept, which advocates the sustainable development of marine resources (Economic Planning Unit, 2006).

Secondly, Malaysia invests in research and innovation to propel sustainable marine development. The country's Marine Research and Innovation Agenda (MaRIA) highlights research priority areas, including sustainable aquaculture, marine bioresources, and climate change adaptations (MOSTI, 2017). These policy initiatives allow Malaysia to promote marine industries that prioritize sustainability and support knowledge-driven growth.

Thirdly, Malaysia enforces rules that enhance the conservation of marine resources, such as fisheries licensing, monitoring, and control to ensure adherence to sustainable fishing practices. The Fisheries Act of 1985 is central to these efforts, regulating fishing gear, vessel license specifications, and catch limits, among other provisions (Department of Fisheries Malaysia, 2020). 

Furthermore, Malaysia established the Marine Parks Department in 2004 with jurisdiction over marine areas designated for biodiversity conservation and research (Department of Marine Parks Malaysia, 2020). Malaysia currently has five marine parks, which cover more than 100 square kilometers, protecting coral reef ecosystems and marine biodiversity (Mohamed, 2020).

Sustainable Management of Marine Resources in Indonesia

As the largest archipelagic state globally, Indonesia's strategic maritime location necessitates effective management and sustainable development of marine resources. The Joko Widodo administration has prioritized the maritime sector, setting forth the Global Maritime Fulcrum (GMF) doctrine as a national development agenda (Pamungkas, 2017).

Under the GMF, Indonesia aims to tackle illegal, unreported, and unregulated (IUU) fishing, which is a significant threat to marine resources. Indonesia's Ministry of Maritime Affairs and Fisheries (MMAF) has implemented stringent measures to combat IUU fishing, including banning foreign fishing vessels, developing a Vessel Monitoring System, and actively enforcing regulations to ensure responsible fishing practices (Nurdiansyah & Nurturing, 2018).

As of 2016, Indonesia established conservation areas for marine resource preservation spanning 16.1 million hectares, including a combination of marine protected areas, national parks, and marine tourism parks (MMAF, 2016). Furthermore, Indonesia has undertaken efforts to restore and rehabilitate damaged coral reefs (Purwanto, 2020).

To promote sustainable aquaculture, the Indonesian government emphasizes research, development, and technology adoption to boost production and environmental sustainability. The National System of Science and Technology (SKL-IPTEK) elucidates research priorities that enhance the efficiency of aquaculture production and promote environmentally sustainable practices (Ministry of National Development Planning, 2017).

Conclusion

Malaysia and Indonesia have adopted a sustainability-focused approach to managing marine resources, acknowledging the need for inter-generational equity, and the economic benefits derived from sustainable exploitation of these resources. While both countries have established policies and regulations that promote sustainability, challenges remain. Further collaboration and commitment on a regional scale are necessary to enhance sustainable management approaches and uphold the long-term viability of shared marine resources.
