一、招聘岗位
具体岗位及各岗位招聘条件等详见《连云港市赣榆区2024年事业单位公开招聘工作人员岗位表》(附件1,以下简称《岗位表》)。《岗位表》可在赣榆区人民政府网(http://www.ganyu.gov.cn)查询。
二、资格条件
(一)具有中华人民共和国国籍。
(二)遵守中华人民共和国宪法和法律,拥护中国共产党领导和社会主义制度。
(三)具有良好的品行。
(四)具备适应岗位要求的身体条件。
(五)年龄在35周岁以下,18周岁以上(即1988年4月15日至2006年4月27日之间出生)。依法退出现役的退役军人应聘,可放宽至40周岁,年龄计算方法不变。
(六)具备《岗位表》中岗位要求的资格条件。其中,“专业”条件按《江苏省2024年度考试录用公务员专业参考目录》(附件2)设置并审核。专业参考目录和招聘条件中都未列出的专业、留学人员的毕业专业,由招聘单位主管部门(单位)根据招聘公告中明确的专业条件、应聘人员所学专业课程、研究方向等认定是否符合招聘岗位的专业要求。专业名称已经调整的专业,如调整前或调整后的专业符合招聘岗位的专业要求,毕业院校以书面形式证明调整前后的专业为同一专业或专业课程基本一致,视为符合专业要求。
(七)资格条件中的学历指国民教育序列学历,具有国(境)外学历学位的应聘人员须提供教育部留学服务中心出具的国(境)外学历学位认证材料。
(八)资格条件中的“2024年毕业生”,指在2024年毕业并已取得学历(学位)证书,且现无工作单位的人员。其中,能够提供《毕业生就业推荐表》(原件)的2024年普通高校毕业生,取得学历(学位)证书的日期可放宽至2024年12月31日;国(境)外同期毕业人员,取得学历(学位)证书的日期可适当放宽,但须在2024年12月31日前完成教育部留学服务中心学历认证。
2022年、2023年普通高校毕业生,若仍未落实工作单位,其档案关系仍保留在原毕业学校,或保留在各级毕业生就业主管部门(毕业生就业指导服务中心)、人才交流服务机构和公共就业服务机构的,以及国(境)外同期毕业且已完成学历认证但仍未落实工作单位的人员,可应聘面向2024年毕业生岗位。
“三支一扶”计划、农村教师特岗计划、“西部计划”、“乡村振兴计划”(含原“苏北计划”)等基层服务项目的志愿者,如参加基层服务项目前无工作经历,服务期满且考核合格后2年内的,可应聘面向2024年毕业生岗位。
以普通高校应届毕业生应征入伍服义务兵的人员,退役后1年内的,可应聘面向2024年毕业生岗位。
(九)资格条件中工作年限指周年,截止时间计算到2024年8月31日,须提供相关证明材料。
(十)本次公开招聘的全部岗位均没有户籍限制。
(十一)取得祖国大陆普通高校学历的台湾学生和取得祖国大陆承认学历的其他台湾居民应聘时按国家和江苏省的有关规定执行。
三、相关待遇
被聘用人员纳入连云港市赣榆区事业编制管理,享受连云港市赣榆区事业单位工资福利待遇。
四、报名安排
报名及资格审核由招聘单位主管部门(单位)负责。
(一)报名方式、时间
报名采用网络方式进行。报名、资格初审和缴费确认,通过网络同步进行。报名网址:连云港市公开招聘网上报名平台“赣榆区”入口(http://222.189.10.7:8082,建议使用360极速浏览器极速模式进行访问)。
1.报名以及修改和补充信息时间:2024年4月15日9:00-4月27日16:00。

(二)网上确认
1.招聘单位主管部门(单位)将按照本公告、国家和江苏省事业单位公开招聘人员相关规定对应聘人员的报名资格进行初审。应聘人员网上提交报名信息24小时后可到报名网站查询招聘单位主管部门(单位)资格初审意见。
如对初审意见有异议,请及时向负责资格审核的招聘单位主管部门(单位)陈述申辩,联系方式见各招聘单位主管部门(单位)政策咨询电话。
2.通过资格初审的应聘人员须在报名网站缴纳报名费100元。享受国家最低生活保障家庭的应聘人员,先缴费确认,若没有违反考试纪律,在笔试结束后5个工作日内,凭相关单位出具的证明到连云港市赣榆区人事考试中心309室(连云港市赣榆区青口镇黄海东路297号)办理减免手续,退还报名费。
3.通过资格初审并且完成缴费确认的人员,即报名成功。
缴费成功后,除应聘岗位被取消或符合条件的最低生活保障家庭人员外,不退还报名费。
4.应聘人员因个人信息填写不完整、不准确导致资格初审未通过或未按时在网上确认报名资格、缴纳报名费等导致报名不成功的,均视为报名无效,由应聘人员本人承担责任。逾期不再提供报名服务。
(三)网上打印准考证
通过资格初审和缴费确认的应聘人员须在笔试前3日内登录报名网站打印准考证。打印准考证中如有问题,请与连云港市赣榆区人事考试中心联系,联系电话:<PRESIDIO_ANONYMIZED_PHONE_NUMBER>。
(四)报名注意事项
1.应聘人员须按岗位要求和网上提示,真实准确完整地填写有关信息,并上传本人近期免冠正面二寸(35×45毫米)证件照,jpg格式,大小为100kb以下。
2.凡弄虚作假的,一经查实,即取消应聘资格。除本公告另有说明,或者国家、省另有规定外,信息真实性以报名时的实际情况为准。
特别提醒:应聘人员务必诚信应聘,参加报名即视为认可本次招聘公告确定的报名办法和招聘程序等规定,填写的个人信息应真实、准确、有效。应聘人员应确认本人完全符合相关岗位的资格条件,如对资格条件和岗位要求存在疑问,应及时向招聘单位主管部门(单位)进一步咨询确认。资格审查工作贯穿于招聘工作全过程。在招聘各个环节,如发现应聘人员报名时填报信息不实、不符合资格条件、弄虚作假骗取应聘资格的,将及时终止或取消考试(聘用)资格。对存在恶意填报报名信息、扰乱报名秩序或者伪造学历证明及其他有关材料骗取考试资格等严重违纪违规行为的,将按照有关规定处理。
3.各招聘岗位的笔试开考比例为1:3,如未达到开考比例,将核减或取消该招聘岗位。应聘岗位被取消的报名成功人员可在2024年4月30日15:00-17:00登录报名网站改报其他符合条件的岗位。
4.每人只能选择一个岗位进行报名。资格初审通过后,不得更改报名信息。未通过资格初审的应聘人员,在报名期内,可以改报符合资格条件的其他岗位。应聘人员须使用在有效期内的第二代居民身份证(以下简称身份证)进行报名,报名与考试使用的身份证必须一致。
5.对报名期间遇到的特殊情况,经研究后,将在赣榆区人民政府网统一公布,请应聘人员及时关注。
6.有下列情形之一的,请不要报名应聘:
(1)现役军人或国民教育序列普通高校在读非2024届毕业生,其中:全日制在读的学生(除2024年应届毕业生外)不得报考。非全日制在读的学生报名时,应如实填写在读学习经历,并保证聘用后可全职在岗工作。招聘单位主管部门(单位)将根据岗位工作要求,对非全日制在读的报考者情况进行鉴别。如报考者虚报、瞒报、漏报在读学习经历或具体学习形式,影响招聘单位主管部门(单位)资格审核的,将取消报考资格、终止聘用程序或取消聘用。
(2)与招聘事业单位负责人员有夫妻关系、直系血亲关系、三代以内旁系血亲关系或者近姻亲关系等亲属关系的,不得应聘该事业单位的组织(人事)、纪检监察、审计财务岗位;与现有在岗人员存在上述关系的,不得应聘到岗后形成直接上下级领导关系的管理类岗位,以及《事业单位人事管理回避规定》明确应当回避的岗位。
(3)2024年10月27日前,5年服务期未满的新录用公务员、经公开招聘被江苏省地方各类事业单位聘用且3年服务期未满的在编(在册)人员、有规定(含协议明确)不得解聘离开现工作单位(岗位)的人员。
(4)国家和省另有规定不得应聘到事业单位的人员。
国家、江苏省另有规定不得到有关岗位工作的人员,不能应聘相应岗位。
五、考试
(一)考试方式
考试采取笔试和面试相结合的方式进行。笔试、面试由连云港市赣榆区人力资源和社会保障局统一组织。
(二)笔试
1.笔试科目:《综合知识和能力素质》
本次考试不指定考试辅导用书,我区事业单位综合管理部门不举办也不委托任何机构举办考试辅导培训班。目前社会上出现的假借事业单位考试命题组、考试教材编委会、管理部门授权等名义举办的有关事业单位考试辅导班、辅导网站或发行的出版物等,均与事业单位人事综合管理部门及本次考试无关,敬请广大应聘人员提高警惕,切勿上当受骗。
2.笔试时间和地点:详见准考证。
3.应聘人员应携带准考证和在有效期内的二代身份证按照规定的时间到准考证上明确的考点参加笔试。笔试为全程封闭考试,考试期间不得提前交卷、退场。
4.笔试合格分数线为笔试总分的50%。
5.笔试成绩以百分制的形式在赣榆区人民政府网、报名网站公布,应聘人员可凭身份证号和准考证号查询。
(三)资格复审
1.笔试阅卷结束后,在笔试合格人员中根据笔试成绩从高分到低分的顺序和各招聘岗位拟招聘的人数,在3:1范围内确定资格复审人选(末位成绩并列的,一并参加)。
2.资格复审工作由招聘单位主管部门(单位)负责。资格复审时应聘人员须提供相关证书、材料的原件及复印件。
3.请进入资格复审范围内的应聘人员,以及其他排名较前的人员,在笔试成绩公布后保持报名时填报的联系方式畅通,以便招聘单位主管部门(单位)通知资格复审或递补,联系不到者或未按规定时间参加资格复审者视为自动放弃。
4.资格复审不合格的,取消面试资格,如有复审不通过等原因出现缺额的,在应聘同一岗位的笔试合格人员中,按笔试成绩从高分到低分依次递补。被取消面试资格者如对资格复审有异议,可在收到通知后3个工作日内向负责资格复审的招聘单位主管部门(单位)陈述申辩。
通过资格复审人员名单将在赣榆区人民政府网公布。
(四)面试
1.资格复审合格人员进入面试。入围面试人员的姓名、笔试成绩及排名将在赣榆区人民政府网公布,入围面试人员名单公布后不再递补。
2.面试成绩:面试成绩由现场工作人员通知应聘人员。面试没有形成竞争的岗位,面试合格分数线为面试总分的60%;面试已经形成竞争的岗位,面试合格分数线为面试总分的50%。
(五)总成绩计算
总成绩=笔试成绩×50%+面试成绩×50%。采用百分制计算应聘人员总成绩,总成绩按四舍五入法保留两位小数。面试成绩、总成绩及排名,将在面试结束后5个工作日内在赣榆区人民政府网公布。
六、考察体检
考试结束后,在面试合格人员中,按照总成绩从高分到低分的顺序,根据招聘岗位拟招聘的人数,按1:1的比例确定考察体检人选。如总成绩相同,笔试成绩高者参加考察体检,如笔试成绩仍相同,由招聘单位主管部门(单位)对成绩相同的人员组织加试,加试方式另定。考察由招聘单位主管部门(单位)按照《连云港市事业单位公开招聘人员考察实施办法(试行)》规定组织实施;体检由招聘单位主管部门(单位)负责,体检项目和标准参照《关于修订〈公务员录用体检通用标准(试行)〉及〈公务员录用体检操作手册(试行)〉有关内容的通知》(人社部发〔2016〕140号)执行。入围人员不按规定的时间、地点及要求参加体检,视作放弃体检资格。
七、公示
招聘单位主管部门(单位)根据考试、考察、体检结果研究确定拟聘用人员名单。拟聘用人员名单将在赣榆区人民政府网上公示7个工作日。公示内容包括招聘单位、岗位名称,拟聘用人员姓名、学历、专业、毕业院校、现工作单位,招聘考试的各项成绩、总成绩、排名等。
因应聘人员考察或者体检不符合要求、拟聘用人员公示的结果影响聘用、拟聘用人员明确放弃聘用等原因出现招聘岗位空缺时,由招聘单位主管部门(单位)提出是否递补的意见,并报连云港市赣榆区人力资源和社会保障局备案。如递补,在该岗位的面试合格人员中,按总成绩从高分到低分依次递补(如遇同分,处理方式同上)。
拟聘用人员名单公示后,应聘人员如无正当理由放弃聘用资格的,招聘单位或者其主管部门可以在名单公示结束后的1年内取消其再次应聘本单位或者本部门的资格。
八、聘用
对公示无异议人员,由招聘单位按规定为其办理有关聘用手续,与其签订聘用合同,约定试用期。试用期满考核合格,予以定岗定级。考核不合格者,取消聘用资格,解除聘用合同。聘用备案后不再进行递补。
被聘用人员与原单位签有劳动或聘用合同以及其他协议的,由应聘人员本人在规定的期限内自行负责处理。因应聘人员个人原因逾期没有报到或未能办理聘用手续的,作自动放弃处理。
拟聘用人员与招聘单位订立3年以上(含试用期)聘用合同的,除依法依规解除聘用合同外,应当在招聘单位最低服务3年(含试用期)。
九、招聘工作纪律
应聘人员在报名、考试、考察体检过程中或聘用后查实存在违纪违规行为的,按照《事业单位公开招聘违纪违规行为处理规定》(人力资源和社会保障部第35号令)第二章的规定进行处理。
招聘单位和招聘工作人员在招聘工作中有违纪违规行为的,按照《事业单位公开招聘违纪违规行为处理规定》(人力资源和社会保障部第35号令)第三章的规定进行处理。
