一、招聘原则

二、招聘范围和条件
  (一)具有中华人民共和国国籍;
  (二)遵守中华人民共和国宪法和法律;
  (三)具有良好的品行和职业道德;
  (四)具有岗位所需的专业或技能条件,适应岗位要求的身体条件和其他条件;
  (五)初级岗位要求年龄在40周岁以下(1983年5月27日以后出生);中级岗位要求年龄在45周岁以下(1978年5月27日以后出生),高级专业技术岗位年龄在50周岁以下(1973年5月27日以后出生);
  (六)具有招聘岗位所需的其他资格条件;
  (七)法律、法规规定的其他条件。
  有下列情形之一的人员不得报名:
  (1)曾受刑事处罚和曾被开除公职的,涉嫌违纪违法正在接受有关机关审查尚未作出结论的人员;
  (2)有恶意失信行为被法院纳入失信人员名单尚未撤销的;
  (3)在读全日制普通高校非应届毕业生、现役军人以及法律法规规定不得聘用的其他情形人员。在读全日制普通高校非应届毕业生不能用已取得的学历学位作为条件应聘;
  (4)按照国家、省有关规定,到定向单位(岗位)工作未满最低服务年限或尚在任职试用期内的;

  在职人员应聘应出具有用人管理权限的部门(单位)同意应聘的证明。已与用人单位签订就业协议的2024年应届毕业生,应聘前与签约单位解除协议或经签约单位同意,可以应聘。
三、招聘岗位及招聘人数
  本次急需紧缺岗位公开招聘备案制工作人员共计25人。具体招聘岗位、需求人数及条件要求见(附件1)。
四、报名方式和资格审查
  (一)网上报名

  应聘人员登录聊城市眼科医院(聊城市第五人民医院)官方网(http://www.eye0635.com/)站进行网上报名,真实准确的进行信息填报,并按照要求上传各类证件、证明。每人限报一个岗位,应聘人员在资格待审核期内可修改报名信息,后一次填报自动替换前一次填报信息。报名人员在应聘期间的表现,将作为公开招聘考察的重要内容之一。
  (二)网上初审

五、面试
  面试时间:另行通知
  急需紧缺岗位采取直接面试的方式,不设开考比例。面试工作由聊城市眼科医院委托第三方组织实施。按照有关规定收取考务费,进入面试人员每人70元。
  面试采取专家评议方式组织进行,主要考察应聘人员是否具备应聘岗位要求的基本素质和基本技能,以及岗位所需要的专业基础和理论素养。面试时间、地点及相关事项根据报名情况在医院网站另行公告。为保证新进人员基本素质,根据各岗位根据招聘人数和面试情况设定最低合格分数线,低于合格线的考生不予录用。同一招聘岗位应聘人员出现面试成绩并列的,采取加试的办法确定名次。
六、考察和体检
  (一)考察
  根据招聘岗位和应聘人员面试成绩,由高分到低分按不高于1:1的比例,确定进入考察范围人选,组织考察。
  考察根据招聘岗位的要求采取多种方式进行,全面了解被考察对象的思想政治表现、道德品行、能力素质、学习和工作表现、遵纪守法、廉洁自律、岗位匹配等情况,以及是否具有应当回避的情形,并对应聘人员是否符合规定的岗位资格条件、提供的相关信息材料是否真实准确等进行复审。医院成立考察工作小组,考察工作小组要实事求是、全面客观公正地评价被考察对象并作出考察结论。同时,按照干部人事档案管理有关规定,对考察对象的档案进行严格审核。对档案中存在的问题,认真进行调查,问题未查清并处理到位的,不办理聘用手续。
  (二)体检
  对考察合格人员,按招聘人数1:1的比例确定进入体检范围人选。体检在县级以上综合医院进行,体检工作由聊城市眼科医院统一组织实施,具体事宜另行通知。体检标准和项目参照公务员录用体检标准及操作手册执行,国家另有规定的从其规定。应聘人员未按规定时间、地点参加体检的,视为自动放弃。对按规定需要复检的,不在原体检医院进行,复检只能进行1次,结果以复检结论为准。体检费用由应聘人员承担。

  公示期间有异议的,按照有关规定调查处理,作出结论。公示期满,对反映问题经查属实且影响聘用的,不予聘用;对没有问题或者反映问题不影响聘用的,由聊城市眼科医院提出聘用意见,经主管单位审核批准后,报市事业单位人事综合管理部门办理备案手续。聘用单位和受聘人员按规定签订聘用合同,约定最低服务年限,确立人事关系。受聘人员按规定实行试用期制度,期满合格的正式聘用,不合格的解除聘用合同。聘用人员不能按照聘用合同约定时间到岗工作的,视为放弃聘用资格,不予聘用。
八、其他事项
  (一)公开招聘严格按照国家、省、市文件和招聘公告规定执行,如发现违纪违规行为,将按照《事业单位公开招聘违纪违规行为处理规定》(人力资源和社会保障部令第35号)有关规定处理。
  (二)应聘人员在应聘期间要保持所留联系电话24小时通讯畅通,并及时了解招聘医院网站发布的最新信息,因本人原因错过重要信息而影响考试聘用的,责任自负。
  (三)录用人员纳入控制总量备案管理,最低服务年限为3年。按规定实行试用期制度,试用期包括在聘用合同期限内,期满考核合格的正式聘用,不合格的解除聘用合同。
  (四)根据《关于贯彻落实住院医师规范化培训两个同等对待政策的通知》(国卫办科教发〔2021〕18号)文件规定:面向社会招收的住院医师如为普通高校应届毕业生的,其住培合格当年在医疗卫生机构就业,按当年应届毕业生同等对待;经住培合格的本科学历临床医师,按临床医学、口腔医学、中医专业学位硕士研究生同等对待。其中,住培合格证书中的培训专业与招聘岗位的专业或类别要求相一致。
  (五)本次公开招聘考试不指定考试教材和辅导用书,不举办也不授权或委托任何机构举办考试、面试辅导班。
