Dorsey, Chief Special Master:
        On May 24, 2017, Todd Rosenthal (“petitioner”) filed a petition for compensation
under the National Vaccine Injury Compensation Program, 42 U.S.C. §300aa-10, et
seq.,2 (the “Vaccine Act”). Petitioner alleges that he suffered a left shoulder injury as a
result of an influenza (“flu”) vaccine he received on September 29, 2015. Petition at 1.
The case was assigned to the Special Processing Unit of the Office of Special Masters.
       On February 16, 2018, respondent filed his Rule 4(c) report in which he
concedes that petitioner is entitled to compensation in this case. Respondent’s Rule
4(c) Report at 1. Specifically, respondent states that “petitioner’s alleged injury is
consistent with a shoulder injury related to vaccine administration (‘SIRVA’), as defined
on the Vaccine Injury Table. Specifically, petitioner had no history of pain, inflammation,

Vijay Dahiya

Vijay Dahiya  (born 10 May 1973 in Delhi) is a former Indian wicketkeeper and current coach of Delhi cricket team.

First class Career 
He was a right-handed batsman and wicket-keeper who started playing First-class cricket for Delhi in 1993/94. He made his international debut during the 2000/01 series against Zimbabwe.

He was also a part of the North Zone cricket team which won the Duleep and Deodhar Trophies during the 1999/00 season. In 2009, Dahiya was appointed as the assistant coach of Kolkata Knight Riders, the Kolkata-based franchise cricket team of the Indian Premier LeagueDomestic career

He made his First-class debut against Punjab at Ludhiana in the 1993/94 season. He was an integral part of the North Zone team which lifted the Duleep and Deodhar Trophies in 1999-2000, and also captained Delhi for some time. He retired from all forms of cricket after playing his last match against Uttar Pradesh in December 2006. Just before retirement, he began his Ranji season with a fine 102, his highest first-class score, against Tamil Nadu that bailed Delhi out of trouble, and effected a stumping against Uttar Pradesh's Praveen Kumar that helped his side gain a vital first-innings lead.

International career 

His international debut was in an ODI against Kenya at Nairobi Gymkhana in October 2000 in the ICC Knockout Trophy. His contribution in that match which India eventually won was a catch. He went on to play in total 19 ODI's for India.

The last of which was against Australia at Fatorda Stadium in the 2001 series. His highest ODI score was a knock of 51 runs maintaining a strike rate above par against Australia in the 1st ODI at M. Chinnaswamy Stadium which helped set up a match winning total of 315.

He made his Test debut against Zimbabwe at his home ground Feroz Shah Kotla in November 2000 as the match ended in drawn. He played only one more Test match against same opponent at Vidarbha Cricket Association Stadium. In two he took 6 catches and scored unbeaten 92 runs in an innings which he played.

Coaching career 

He was named Delhi coach in 2007/08 season and was sacked 2013/14 season due his Kolkata Knight Riders commitments. During this period he led them to a Ranji Trophy triumph in 2007-08 season to end a 16-year title drought. 
He was appointed the assistant coach of the IPL franchise Kolkata Knight Riders in 2009.

In September 2014, he was re-appointed  as the head coach of the Delhi's Ranji Trophy side for 2014/15 season.

In December 2019, he was appointed as head talent scout of the IPL franchise Delhi Capitals .

Pakistan’s promise of ending jihadi radicalisation at home and militancy in its neighborhood would be more credible if its leaders did not insist on re-writing history to blame others, mainly the US, for Islamabad’s policies.

Prime Minister Imran Khan attempted to hold the US responsible for Pakistan’s use of radical Islamists as an instrument of foreign policy in his recent talk at the Council of Foreign Relations in New York. According to Khan, “jihad was glorified” because “helped by the United States, we organised the resistance to the Soviets”.

Imran Khan’s attempt at historic revisionism, of course, is not new. Other Pakistani leaders have made similar assertions. General Pervez Musharraf attributed Pakistan’s jihad problem to the US-supported war and explained its continuance beyond the Soviet occupation of Afghanistan to a ‘proxy war’ with India. Former Pakistan president Asif Zardari also made claims similar to those made by Imran Khan.

The logic behind this revisionist history is that Pakistan and its leaders are not to be blamed for the discovery of Osama bin Laden in Abbottabad or for the presence of dozens of terrorist organisations across the country. The blame should somehow lie with the United States for ‘using’ Pakistan for jihad against the Soviet Union from 1979 to 1989.

Pakistan establishment’s real problem

This attempt to shift the blame from Pakistan’s jihadist policies has several flaws. The jihad against the Soviets ended 30 years ago, and the major figures who participated in it are either dead or very old. The terrorist groups trained and launched for Ghazwa-e-Hind, the battle for India, had little to do with the anti-Soviet struggle in Afghanistan.

The Kashmir-related groups were purely Pakistan’s creation and most of the major leaders in the Kashmiri jihad had no significant roles in the battles waged in Afghanistan against the Soviets. None of them received training or equipment from the Americans. Some of these groups have had several incarnations despite successive governments saying they would ban them.

Instead of shutting these groups down, Pakistan’s officials simply want to deceive or confuse the rest of the world about their existence. For example, only two weeks ago, a US-designated terrorist, Fazlur Rehman Khalil, appeared on stage in Islamabad with Pakistan’s special assistant to the PM on information at a Kashmir solidarity conference.

The story of his sharing the stage with Imran Khan’s cabinet member was carried by the state-run Associated Press of Pakistan only in its Urdu service. Last year, Khalil had campaigned alongside Imran Khan’s former finance minister Asad Umar, and the press reported that he had joined Khan’s Pakistan Tehreek-e-Insaf (PTI). The report was contradicted the next day in the English-language press because foreign diplomats and outside analysts are most likely to read news on English-medium websites.

Khalil was a co-signatory of Osama bin Laden’s 1998 declaration of war against the United States and has continued to operate freely over the years even as Pakistan promised action against him. The effort to hide him from foreigners while allowing him to campaign alongside cabinet ministers indicates that Pakistan’s establishment sees overseas exposure of jihadis, not their existence, as the real problem.

Pakistan’s jihadist history

Fact is that jihad, which remains part of the Pakistan army’s credo – Iman, Taqwa, Jihad fi Sabil Allah (meaning Faith, Piety, Jihad in the path of Allah) – has been one of the defining elements of Pakistan’s state ideology. Covering that up before foreign audiences with abridged accounts of history implies that Pakistani leaders do not want to acknowledge and confront the problem. They would rather sweep it under the carpet.

The anti-Soviet jihad, generously assisted by the Americans, came after Pakistan had already established a tradition of mustering irregular forces inspired by Islamic sentiment. In my book Pakistan Between Mosque and Military, I have cited extensive evidence of how Pakistan’s civil and military leaders repeatedly offered Pakistan’s services to the West in return for economic and military aid.

Pakistan first finance minister (and later Governor-General), Ghulam Muhammad, had proposed the creation of an ‘Islamic barrier to the Soviets’ with the help of US intelligence as far back as 1949. Afghan mujahideen leaders Burhanuddin Rabbani and Gulbuddin Hekmatyar set up shop in Peshawar in 1973, six years before the Soviet invasion of Afghanistan. And, after the invasion in 1979, the idea of jihad against the Soviets was mooted to the Americans by Pakistan’s then-military dictator, General Zia-ul-Haq, not vice-versa.

Pakistan’s jihadist history began with the organisation of tribal lashkars in 1948 for Kashmir. It continued with Field Marshal Ayub Khan’s call for jihad against India in 1965, backed by Zulfikar Ali Bhutto’s call for a “thousand-year war” and the 1971 mobilisation of mujahids and razakars to subdue the Bangladesh liberation struggle in erstwhile East Pakistan.

Ayub Khan’s Bureau of National Reconstruction had proposed ‘irregular warfare’ as the solution to the country’s security problems. Aslam Siddiqi, a senior official in that bureau, explained in his book Pakistan Seeks Security (1960. Lahore, Longmans Green): “Irregular warfare can help in reducing the crucial nature of the initial battles of Pakistan. It can help in spreading out prolonging action. The essence of this irregular warfare is to deny the enemy any target and keep attacking him again at unexpected places.”

The anti-Soviet Afghan jihad expanded the scale of Pakistan’s ability to wage ‘irregular warfare’. The influx of American and Middle East money enabled the enlargement of the Inter-Services Intelligence (ISI) into a formidable organisation. It also improved the quality of weapons, other equipment, and training available to the jihadis. But it was by no means the beginning of Pakistan’s involvement with jihad. And denying history, and the misdirected ideology behind it, will certainly not help end the misadventure and its debilitating consequences.

The US-based Union of Concerned Scientists (UCS) issued a stark warning last week over the mounting danger of nuclear conflict between the United States and China, declaring that the two countries were just “a few poor decisions away from starting a war that could escalate rapidly and end in a nuclear exchange.”

The report included an examination of the nuclear arms race currently underway between the US and China, the failure of diplomatic efforts to mitigate tensions and the dangerous dynamic that is heightening the danger of war. Its bleak assessment offers no hope that the drive to war can be halted other than through enlightened diplomatic efforts—a solution that is negated by its own analysis of their complete lack of success to date.

The UCS paper is notable, given the rising barrage of anti-Chinese propaganda in the US and international press, for the absence of criticisms of Chinese “expansionism” and “aggression.” If anything, it cautiously highlights Washington’s confrontational approach to Beijing, especially under the Obama administration. As part of his “pivot to Asia,” Obama has deliberately inflamed dangerous regional flashpoints including disputes in the South China and East China Seas as a means of isolating China from its neighbours.

The report explains: “In 2009, the Obama administration broke with past policy by emphasising it would use military force to police long-simmering disputes between China and its neighbours over competing sovereignty claims. “The Obama administration decided to counter those perceived threats by investing in new submarines, a new stealth bomber, improved missile defences, and anti-satellite weapons… Currently, the United States plans to invest more than a trillion dollars in comprehensive upgrades to its nuclear forces. It also plans to spend several hundred billion dollars modernising the US nuclear weapons complex—the laboratories and facilities that research, design, produce, and maintain nuclear weapons. These plans include developing two nuclear weapons intended for fighting a nuclear war against the PRC: the Long-Range Stand-Off nuclear-armed cruise missile and a redesigned B61 nuclear gravity bomb.”

China, which has a relatively small nuclear arsenal—an estimated 260 war heads as opposed to about 7,000 for the US—confronts the possibility that a US first strike could completely destroy its ability to retaliate and render it completely vulnerable. It has not increased the number of weapons but has taken some measures to protect its nuclear deterrent against a US attack.

The issue is at the heart of the failure of limited talks between the US and China to ease nuclear tensions. The UCS report noted that while discussions have produced some limited confidence-building measures on other military matters, “strategic dialogues on their nuclear forces, missile defences, and anti-satellite weaponry are perfunctory.”

The paper highlighted what it regarded as “one critical set of bilateral dialogues” that focussed on “preserving strategic stability—a euphemism for making sure that if a conflict starts it does not end in a nuclear exchange.” Chinese experts proposed that, like Beijing, Washington adopt a no first strike policy. But as the report explained: “The Obama administration considered this option but concluded that there is ‘a narrow range of contingencies’ where the United States may need to resort to the first use of nuclear weapons” to counter conventional attacks including by China.

Chinese officials then sought an assurance from their American counterparts that the US would not seek to negate China’s ability to retaliate with nuclear weapons if struck first. Again, the US was not prepared to offer such a guarantee, with some officials concerned this would be “a sign of appeasement”. In other words, Washington is determined to achieve what is known as nuclear primacy over China—the ability to strike first and obliterate China’s nuclear arsenal, as well as tens if not hundreds of millions of its people.

China’s determination to preserve its ability to respond to a US first strike is compounding the danger of war. It is increasing the sophistication of, and protection for, its nuclear weapons and delivery systems, and also reportedly discussing a policy of “launch on warning”—that is, to fire off nuclear-armed missiles if a US nuclear attack is perceived to be underway.

The UCS report declared:

“It is not difficult to imagine situations that could trigger an inadvertent or accidental nuclear war. For example, PRC leaders could underestimate US willingness to use nuclear weapons to stop a conventional war. US leaders could underestimate PRC willingness to retaliate after a tailored US nuclear attack. The PRC could launch a retaliatory nuclear attack if the United States were to launch conventional missile strikes that China mistakenly believed were nuclear. Cloning and expression of rat cDNA encoding corticosteroid 11 beta-dehydrogenase.
Corticosteroid 11 beta-dehydrogenase (11-DH) catalyzes the conversion of cortisol to the inactive metabolite cortisone. Absence of 11-DH activity leads to a potentially fatal form of childhood hypertension termed apparent mineralocorticoid excess. As a first step in elucidating the molecular basis of this disorder, we isolated and characterized a rat cDNA clone encoding 11-DH. This clone hybridized to a single mRNA species in liver, kidney, and testis RNA but not to RNA from heart. The insert was 1265 base pairs long and included an 861-base pair open reading frame encoding 287 amino acids. A search of sequence databases revealed that 11-DH is identical in about 27% of amino acid residues to ribitol dehydrogenase from Klebsiella and to the product of the nodG gene from the nitrogen-fixing bacterium, Rhizobium meliloti, thus defining a new superfamily of genes encoding dehydrogenases. The 11-DH cDNA was expressed by transfection into Chinese hamster ovary cells under the control of an SV40 promoter. The expressed enzyme mediated both 11 beta-dehydrogenation and the reverse 11-oxoreduction reaction. Southern blot analysis of rat and human DNA suggested that additional genes related to 11-DH exist in both species.
