  5.报考人员不得报考聘用后即构成回避关系的岗位。
  应聘者在报名之后、聘用之前已成为试用期内的公务员(参照公务员法管理事业单位工作人员)或已被聘用为事业单位工作人员的,不予聘用。招聘条件或岗位要求的辞退、现役、试(聘)用期、服务期、户籍、各类从业(职业、执业)资格证书等的截止时间,除岗位有明确要求外,均为公告发布之日。
五、招聘程序
  (一)发布招聘公告
  公告将在山西医科大学学校官网、大同市第一人民医院或大同市妇幼医院公众号、山西省人社厅官方网站公开招聘专栏、大同市人民政府门户网站(www.dt.gov.cn)政务公开-公开招聘栏目、大同市人民政府门户网站(www.dt.gov.cn)政府信息公开大同市卫生健康委员会(医疗卫生)发布。
  (二)报名
  采用现场报名的方式。现场报名时间:2024年11月18日11月22日上午9:00-12:00,下午15:00-18:00。
  报名地点:山西医科大学迎泽校区图书馆南侧一层招聘室
  报名人员限报一个岗位,现场提交材料:
  (1)《大同市第一人民医院2024年秋季校园招聘工作人员报名登记表》(附表2)纸质版2份(粘贴1寸免冠正面标准证件照片,本人手写签名)及电子版(使用U盘拷贝报送,文件命名方式为姓名+身份证号码)。报名表中所填写的专业应当与报考者本人取得高校毕业证上所载明的专业一致。
  (2)近期1寸免冠红底彩照2张及照片电子版(照片要求:尺寸25mm*35mm,像素295px*413px,JPG或JPEG格式,不超过50KB),照片电子版请使用U盘拷贝报送,命名方式为姓名+身份证号码。
  (3)本人身份证原件及复印件。
  (4)本科和硕士学历、学位证书原件及复印件。暂未取得硕士学历学位证书的2025年毕业生须提供在读证明(包含入学时间、所学专业、毕业时间等信息)。
  (5)报名表中所填本人科研实习(实践)经历、学术成果、获奖情况等须提供佐证材料,并在报名表后附复印件。
  (6)从业(职业、执业)资格证书等相关证件原件及复印件以及要求的其他材料。
  (7)考生就读研究生院校出具的研一、研二全部专业科成绩单(需加盖院系及以上学校相关部门公章)。
  (8)留学人员须提供教育部留学服务中心出具的国(境)外学历学位认证书和硕士阶段课程学习成绩单原件及复印件。
  报考岗位资格条件所要求的学历必须在中国高等教育学生信息网(学信网)上查询验证。
  (三)资格审查
  现场报名同时进行资格审查。
  取得国(境)外学历学位的应聘人员所学专业与招聘专业不一致时,需组织相应专家组(3-5名本专业或相近专业专家)对其专业是否符合招聘岗位要求进行认定。
  证件(证明)不全或所提供的证件(证明)与所报岗位资格条件不符以及主要信息不实,影响资格审查的,取消该应聘人员的应聘资格。
  符合招聘条件的人员,将通过大同市第一人民医院或大同市妇幼医院公众号、大同市人民政府门户网站(www.dt.gov.cn)政府信息公开大同市卫生健康委员会(医疗卫生)(以下简称原发布公告网站)公布报名资格审查结果,内容包括姓名、性别、出生年月、学历、学位、毕业时间、所学专业及应聘岗位和应聘岗位专业要求等。
  资格审查贯穿整个校园招聘工作全过程。
  (四)组织笔试、考核
  同一招聘岗位资格审查合格人数不达5:1,直接进行考核,考核成绩即为总成绩。考核形式为面试,考核内容以考察应聘人员的综合素质、专业素质和业务潜能为主。
  同一招聘岗位资格审查合格人数达5:1及以上,采取笔试与考核相结合的方式进行,笔试成绩占总成绩的60%,考核成绩占总成绩的40%。总成绩=笔试成绩60%+考核成绩40%。笔试内容为医学基础知识。笔试成绩从高到低排名,根据岗位拟招聘人数,按照笔试成绩从高到低3:1的比例确定考核人选,如确定考核范围最后一名人选成绩出现并列,则一同进入考核环节。不达3:1比例的按实际人员确定考核人选。

  笔试、考核满分均为100分,笔试成绩、考核成绩、总成绩保留两位小数(四舍五入),总成绩最低合格线为70分;以考核成绩为总成绩的最低合格分数线需达到80分。低于最低分数线者不得进入下一环节。根据总成绩由高到低排序,按照招聘岗位1:1的比例由高到低确定体检和考察人员。同一岗位若2名以上形成岗位竞争的应聘人员总成绩相同时,按笔试成绩由高分到低分的顺序确定体检和考察人选;如笔试成绩仍相同,加试面试考核,应聘人员的成绩名次按面试加试成绩排列。

  (五)体检和考察
  根据考试总成绩从高分到低分的顺序,按拟招聘人数1:1的比例确定体检和考察人选。
  体检费用自理。体检和考察的有关事宜在原发布公告网站通知。体检标准及项目参照《公务员录用体检通用标准(试行)》执行。体检安排在具有体检资质的县级以上综合性医院进行。体检结论不合格需要复检的,应安排在具有体检资质的同一级别或上一级别的另一家医院复检。考生对非当日、非当场复检的体检项目结果有疑问时,可以在接到体检结论通知之日起7日内,向招聘单位提交复检申请,招聘单位应尽快安排考生复检。招聘单位对体检结论有疑问的,在接到体检结论通知之日起7日内决定是否进行复检。复检只能进行一次,体检结果以复检结论为准。对因怀孕不能全部完成体检项目的,按国家相关政策执行。不按时参加体检者,视同放弃资格。
  (有残疾人应聘的)省级以下事业单位面向残疾人招聘的岗位体检条件由省级事业单位人事综合管理部门会同同级有关部门根据岗位需要和残疾人身体状况确定。
  大同市第一人民医院成立考察小组,对拟聘人员进行全面考察。考察内容:要突出政治标准,重点考察人选是否符合增强四个意识、坚定四个自信、做到两个维护,热爱中国共产党、热爱祖国、热爱人民等政治要求。全面了解考察人选政治素质、道德品行、能力素质、心理素质、学习和工作表现、遵纪守法、廉洁自律、岗位匹配度以及是否需要回避等方面的情况。不按规定参加考察者,视同放弃资格。
  体检、考察不合格的不得聘用。因个人放弃体检、考察的,从报考同一岗位且考试综合成绩合格人员中,按成绩由高分到低分依次进行递补,仅递补一次。因体检、考察不合格形成的空缺岗位,不再递补。
  (六)人员公示
  根据笔试、考核、体检、考察结果,经校园招聘工作领导组集体研究确定拟聘人员名单后,在原发布公告网站公示7个工作日。公示拟聘人员内容包括:招聘岗位,招聘数量,招聘专业,姓名、性别、出生年月、毕业院校、所学专业、学历(学位)、考试成绩、排名等信息。公示期间有举报并经查实有严重问题影响聘用的,取消其聘用资格,且不再进行递补。
  (七)聘用
  公示期满无异议的,按规定办理相关聘用手续。对反映有影响聘用的问题并查实的,不予聘用;对反映的问题一时难以查实的,待查清后再决定是否聘用。
  事业单位法人代表与聘用人员签订聘用合同,为聘用人员办理聘用手续。聘用人员实行试用期制度,试用期不合格的,解除聘用关系。
六、严肃招聘纪律
  (一)严格执行校园招聘有关政策规定,切实做到公开、公正、公平,择优聘用。
  (二)严格执行校园招聘工作程序,严肃工作纪律,严守工作秘密,严格落实《事业单位人事管理回避规定》《关于进一步深化近亲繁殖等不正之风问题治理的通知》。
  (三)应聘人员以不正当手段获取应聘资格,如伪造、涂改证件、证明等,或在笔试、面试、体检、考察过程中出现作弊等违规违纪行为的,取消其应聘资格。
  (四)对校园招聘中出现的违规违纪行为,按《事业单位公开招聘违纪违规行为处理规定》处理;构成犯罪的,移交司法机关追究刑事责任。
